Lighting Standardization Management and Research Mechanism: The standardization research of lighting appliances and lighting systems in China began in the 1950s, and the research on energy efficiency standards of lighting appliances began to be on the right track in the 1990s. After more than 40 years of development, China has formed a relatively complete management and research system in the field of lighting standardization, and has established a relatively complete team of standardization workers with strong technical strength and broad representation.
The National Energy Foundation and Management Standardization Research and the revision and publicity training of national standards, in the field of green lighting standardization research, are mainly responsible for organizing the revision of energy efficiency standards for lighting products and power saving management standards for lighting systems. Its secretariat is located at the China Standards Research Center (formerly the China Institute of Standardization and Information Classification and Coding). The Qualification Technical Committee (TC20) is a technical focal point for China's energy infrastructure and management standardization and energy standardization. It is mainly engaged in national versatile, comprehensive and basic energy management.
The National Lighting Appliance Standardization Technical Committee (TC224) is mainly engaged in the standardization research on the basic storage performance, methods and safety of electric light sources and their accessories and lighting products, as well as the corresponding revision and publicity training of national standards and industry standards. The secretariat is located at the Beijing Electric Light Source Research Institute. The committee directly corresponds to the TC34 of the International Electrotechnical Commission.
The national standards or technical specifications for architectural lighting design are managed by the Standards and Standards Department of the Ministry of Construction, and jointly issued by the State Bureau of Quality and Technical Supervision and the Ministry of Construction; the industry standards for architectural lighting design are managed by the Standards Institute of the Ministry of Construction, China. The Engineering Construction Standardization Association is responsible for the organization and revision of industry standards.
Performance, test methods and safety standards for lighting electrical products In 1959, China first issued the industry standard for fluorescent lamps. In the past 40 years, it has successively formulated basic standards and product performance standards including various types of incandescent lamps, gas discharge lamps, ballasts, lamps, lamp holders and lamp holders, as well as related raw materials and semi-finished products. Nearly 80 safety standards and test method standards (including national standards and industry standards) have laid a good technical foundation for promoting the development of energy-saving lighting products. Table 1 lists the main electric light source products and accessories that have been implemented in China. National and industry standards for lamps.
Energy efficiency standards for lighting electrical products: China's organization to develop energy efficiency standards, mainly to provide technical support for the implementation of the high energy-consuming product elimination system and energy-saving product certification system stipulated in the "Energy Conservation Law of the People's Republic of China". The research work on the energy efficiency standards of lighting appliances was officially started after the green lighting project in China was fully operational. On November 1, 1999, China's first energy efficiency standard for lighting products was officially approved and issued by the State Bureau of Quality and Technical Supervision as a mandatory national standard. The standard number is GB17896-1999. The standard name is finally determined as: the energy efficiency limit value and energy saving evaluation value of the tubular fluorescent lamp ballast. The content mainly includes two parts: the ballast energy efficiency limit value, that is, the minimum energy efficiency factor value (BEF) allowed by the ballast under the test conditions specified by the standard, which will be used as a mandatory indicator when the standard is implemented; the second content It is the energy-saving evaluation value, that is, the lowest ballast energy efficiency factor value (BEF) for evaluating the energy-saving level of the ballast. The ballast that meets or exceeds this value can be classified as an energy-saving product by the energy-saving product certification body in combination with other indicators.
At present, the formulation of energy efficiency standards for self-ballasted fluorescent lamps and ordinary tubular fluorescent lamps for general lighting has also been included in the National Quality and Technical Supervision Standards Revision Plan 1999-2001. The National Energy Foundation and Management Standardization Technical Committee is using the Electricity Subcommittee. Organize the development of these standards. Energy efficiency standards for other products such as high-pressure gas discharge lamps and ballasts for discharge lamps will also be organized. These standards will provide a comprehensive technical basis and basis for the in-depth development of China's green lighting projects. It will greatly facilitate the phasing out of high-consumption and inefficient lighting products and the upgrading and promotion of lighting power-saving products.
